Prelia was born in February 1969 in Concepcion, a remote farming province in Eastern Samar region in the Philippines. Prelia has three younger sisters, one younger brother and one older brother.
With a vision for a higher education, at the young age of thirteen years Prelia moves from her home province to Borongan. For fourteen years she lives and works in Borongan. She graduates from high school, and goes onto earning a two year degree in Secretarial Administration, and four more years at Saint Mary's College to earn a bachelors degree in Elementary Education.
In 1994, Prelia now twenty seven years old moves to Manila. Now living hundreds of miles from home, new to a big city, Prelia's tenancy earns her a position with the Philippines Bureau of Census, better known today as the National Static’s Office (NSO). Six months later she is recognized and hired by Lyceum University of Philippines. From 1997 to the end of 2004, Prelia worked for the Dean of Lyceum, Business School. Upon completion of her master’s degree requirements Prelia resigns her Lyceum duties in pursue of her US studies and teaching credentials.
Prelia is well educated with a total of eight years of higher education. She has earned an associates degree in Secretarial Administration, a bachelors degree in Elementary Education and a masters degree in Education, Management and Supervision and is also fluent in three languages; Tagalog, Waray, and English. Prelia's degrees are recognized internationally by the World Education Services.
